PAVE partners and affiliates

PAVE membership consists of Partners and Affiliates. PAVE Partners include representatives from the National Institutes of Health (NIH): National Institute of Allergy and Infectious Diseases (NIAID) Division of AIDS (DAIDS), NIAID Dale and Betty Bumpers Vaccine Research Center (VRC), DAIDS HIV Vaccine Trials Network (HVTN), NIH Office of AIDS Research (OAR) and NIH AIDS Vaccine Research Working Group; US Agency for International Development (USAID), Centers for Disease Control and Prevention (CDC) and the Department of Defense (DoD) U.S. Military HIV Research Program (USMHRP). PAVE Affiliates include representatives from U.S. government and non-U.S. government organizations that are dedicated to the goals of PAVE and meet certain criteria.

International AIDS Vaccine Initiative (IAVI) is a PAVE Affiliate member.

Membership Criteria

There are two categories of membership in PAVE: Partners and Affiliates.

PAVE Partner Membership is limited to U.S. government agencies and key U.S. government-funded organizations that have as a primary mission the development and evaluation of HIV/AIDS preventive vaccines and the conduct of HIV vaccine clinical trials. PAVE Partners include representatives from DAIDS, VRC, HVTN, OAR, AVRWG, CDC, USMHRP, and USAID.

PAVE Partners are members of an Executive Steering Group that establishes goals and priorities for PAVE, develops strategies to achieve PAVE goals, shares preclinical and clinical data and development plans, establishes working groups as needed, and determines PAVE affiliate membership. Each Partner is dedicated to evaluating candidate HIV/AIDS preventive vaccines in clinical trials, and each Partner maintains its own independent identity. PAVE Partners ensure regular communication among their organizations, collaborate to achieve established common goals, compare results from clinical and laboratory evaluations, assist each other in the conduct of trial-associated activities when doing so could achieve efficiencies in time, cost and/or human resources, and participate in working groups as needed and where their expertise is applicable.

PAVE Affiliate Membership is open to non-U.S. government and U.S. government organizations that are dedicated to the goals of PAVE and demonstrate that they meet at least one of the following criteria:

  • Intellectual property in a vaccine product that is under evaluation in a trial conducted under International Council on Harmonization (ICH) guidelines or U.S. Food and Drug Administration (FDA) Investigational New Drugs (IND);
  • Active support of an established HIV vaccine clinical trial site;
  • Organizational resources and personnel involved in HIV vaccine development or evaluation.

Examples of Affiliate member organizations include nonprofit foundations, pharmaceutical/biotechnology companies, international networks, public or private HIV vaccine research groups in advanced development and/or manufacturing with the capacity to conduct HIV/AIDS vaccine clinical trials, or otherwise engaged in activities that support the goals of PAVE. Like PAVE Partners, PAVE Affiliates agree to share strategic development plans and the results of preclinical and clinical studies, collaborate on and/or compare results from clinical and laboratory evaluations, assist each other in the conduct of trial-associated activities when doing so could achieve efficiencies in time, cost, and/or human resources.

Affiliate membership is determined by the PAVE Executive Steering Group. Affiliate members may be invited to participate on PAVE working groups or in ad hoc meetings, workshops or other fora. Organizations will be responsible for their own travel expenses to attend meetings.
